The mission text when you view the mission will state that the passengers are wanted in multiple systems. Silent running (closing all heat vents to reduce thermal signature.) is also an option to avoid scans, but heat will build up quickly (the more so as you maneuver), and it turns off shields.
(there needs to be energy in the sys cap.) If you don't get caught on the toaster rack you should be good 95% of the time with dual heatsinks. I usually carry 2 heat sink launchers to help cover the heatsink reload time. Popping Heatsinks, or Chaff when they try to scan you can help, but will not work super well if the scanning ship is too close. They need to get withing 1Km consistently to scan you. Line up to the mail slot several km out and boost into the mail slot.
